Can I be treated in Portugal without private health insurance?

Yes, you can. First and most important – no hospital will deny treatment in case of an emergency.

Not a private one and not a public one. The formal eligibility for healthcare in Portugal is perceived to be through the public sector and after the registration with the SNS – Serviço Nacional de Saúde (National Healthcare Service). Not having a SNS number - a public hospital might charge you for services rendered. Using the private clinics or hospitals will always be charged (usually though prepayment). One can chose to pay out of pocket or use an insurance plan as a financial tool to cover costs

What is the difference between a private insurance and the public health system, in Portugal?

Except for the obvious - public being almost free of charges and private being paid for - the major differences are the availability, the flexibility, and the responsiveness. Elective and ambulatory care in the public system will be very lengthy, one cannot choose the clinic and the physician to by attended by and you must have a referral for every act except for primary care. Using the private hospitals/ clinics is quite flexible, much faster and at your choice.

Where do I find better doctors, in the Private or Public?

You will find the same physicians working in parallel in the two systems, especially when looking for specialists.

The main difference is the access to those Physicians. In the private, you can get an appointment within 2 or 3 weeks. In the public, it's not your choice when you are going to be attended as it depends of 1. Having SNS number; 2. Referral from your assigned Primary Care Physician in the public system.

Can I be insured in Portugal?

There are three basic conditions to be eligible for private health insurance in Portugal.

1. Having a Portuguese NIF.

2. Having a Portuguese bank account.

3. Having a Portuguese address.

Are there age restrictions when buying a health insurance?

Insurance companies might have different restrictions/ policies according to age. In general, it would be correct to say that one can be insured at any age, but the choices of decent plans will be limited.

Can I be insured if I have pre-existing conditions?

Most insurance companies in Portugal would exclude pre-existing conditions from their policies. For many that would mean that your insurance plan would lose its essence. If you have pre-existing conditions, we strongly recommend searching for a health insurance that would provide decent coverage for your ongoing or past medical occurrences. These plans exist!

What are “waiting periods”?

This is a common practice by insurance companies in Portugal. While you will be covered for emergencies and accidents immediately upon your policy issuance, some acts or covers provided by your insurer might be executed only after a defined “waiting period”. It doesn’t mean you are prohibited from having those acts done, yet you will pay for those out of pocket.

Do insurers use deductibles?

It is not a widely used practice. Only few plans would implement the usage of deductibles in Portugal.

What is the “network of providers”?

Insurers in Portugal signed direct billing agreements and negotiated prices with different providers.

Clinics and hospitals that have a direct billing agreement with an insurer will be “within the network”.

For the client – that would mean that a service provided by a “network” provider will be charged the co-payment only, or in case that an out-of-pocket payment is due – the price would be cheaper than for a noninsured patient.

Are medications covered by insurance plans?

Prescription medications are substantially subsidized by the Portuguese government, and when purchased with a prescription issued with patient’s SNS number, will bare very symbolic costs. That is the reason that medications are covered with little capitals or not at all by private insures.

Are vision acts/ aids are covered by insurance plans?

Many medical acts connected to eye health are performed by physicians and hence covered via the outpatient service capital. Prescription glasses, lenses, contact lenses etc. are covered to various extents, but many times the insurer would only grant access to a network of optical stores that practice discounted prices.

Are dental treatments covered by insurance plans?

To a certain extent. Insurers would usually grant a client the access to a network of providers practicing discounted prices. Some insurers could allocate limited funds for dental acts.
